Oral nicotine pouches

Oral nicotine pouches are small pouches filled with nicotine powder that are placed between the gum and upper lip, where nicotine is absorbed into the bloodstream. Oral nicotine pouches are a rapidly growing category of nicotine products, available in a variety of flavors and often promoted with themes that appeal to young people. Oral nicotine pouches can contain high concentrations of nicotine that can increase the risk of addiction, and although current use among middle and high school students remains low, preferences for flavored products raise concerns about youth appeal and nicotine dependence.  

• 1.7% of middle and high school students reported current oral nicotine pouch use in 2025. 
• Nicotine pouch strength varies across brands, ranging from 2 mg to 50 mg.
• Among students who reported current use: 
  • 26.3% used pouches frequently (20 of the past 30 days) 
  • 17.6% used pouches daily 
  • 90.8% used flavored pouches 
• Flavors, discreet use and peer influence are all common factors impacting young adult use of nicotine pouches. 
• The long-term health effects of oral nicotine pouch use are still not completely understood.
